Digital Payments: A Catalyst for Economic Growth and Modern Public Administration

Digital payments have become an essential part of a modern economy, with the potential to support economic growth, productivity and competitiveness while making public services more efficient, accessible and user-friendly.

The new AmCham Slovakia policy paper, Digital Payments: A Catalyst for Economic Growth and Modern Public Administration, examines Slovakia’s evolving payments landscape and identifies opportunities to further strengthen a secure, interoperable and trusted digital payment ecosystem.

Developed within the AmCham Slovakia Digital Committee, the paper presents practical recommendations with a strong focus on the digital transformation of public administration. In particular, it highlights the opportunity to build on the ongoing modernization led by the State Treasury and gradually develop a broader digital public-services ecosystem around its payment infrastructure, including a wider range of public-sector payments. For the Financial Administration of the Slovak Republic, the paper recommends exploring AI-enabled assistance integrated into its digital services to help citizens and businesses better understand tax obligations, deadlines, filing procedures and payments.

The paper also recommends digitizing selected social-benefit payments, securing sustainable financing for cybersecurity and the resilience of payment infrastructure, and further developing open-loop payment solutions in public transport. Together, these recommendations aim to reduce administrative burdens, improve the interaction of citizens and businesses with the state and contribute to Slovakia’s long-term competitiveness.

The recommendations were discussed with representatives of the Financial Administration of the Slovak Republic, State Treasury, National Security Authority (NBÚ) and the business community in connection with AmCham Slovakia’s Digital Payments: A Catalyst for Economic Growth and Modern Public Administration Business Breakfast on October 6, 2026. The event focused on practical steps to expand digital payments, modernize public services, strengthen efficiency and transparency, and deepen public-private cooperation in building a trusted digital ecosystem.

Through this policy paper, AmCham Slovakia advocates continued public-private cooperation on the modernization of government payments and digital public services, building on initiatives already underway while supporting security, interoperability, efficiency and user choice.
