Press Conference on the Draft Law on the Environmental Fund
The Initiative for the Rule of Law, together with several associations —
including AmCham Slovakia, which is among the signatories of the open
letter and a strong supporter of this initiative — took part in a press
conference regarding the draft law on the Environmental Fund.
In his address, Martin Jacko, Chairman of the Initiative for the Rule of Law, conveyed the joint position of the chambers of commerce and the Initiative:
“We fundamentally disagree with the submission of the draft law without properly conducting the interdepartmental comment procedure (MPK), without professional and public discussion, and without addressing the comments of the affected entities. Such a procedure is contrary to the Legislative Rules of the Government of the Slovak Republic, the Act on the Creation of Legal Regulations, as well as the Government’s Program Statement. It circumvents the standard legislative process, which prevents expert assessment of the proposal and the involvement of relevant authorities and the public. This approach clearly reduces the transparency and quality of the legislative process.”
The Initiative for the Rule of Law considers such a procedure an unacceptable interference with the principles of proper lawmaking and a violation of the fundamental rules of the rule of law and transparent legislation.
Given the scope and impact of the proposed legal regulation, it is essential that the law be discussed through the standard legislative process, including a proper comment procedure, professional debate, and the participation of affected parties.
