Statement of the Rule of Law Initiative on the current state of the legislative process in Slovakia
We want to express our support and acknowledgement of the recent common
statement of the Rule of Law Initiative. Representatives of the broad
domestic and international business community agree that minimising the
adoption of laws in the accelerated legislative procedure, through
parliamentary or amending motions, reducing excessive regulatory as well
as administrative burdens and restoring confidence in the performance
of independent oversight institutions is crucial for the stability of
the business environment in Slovakia.
That is why the organisations associated in the 'Rule of Law Initiative' express their disagreement and concern about the current state of the legislative process in Slovakia and the associated proposals that are submitted through the abridged legislative procedures.
We express our concern about the negative consequences of the proposals adopted through the accelerated legislative procedure. Such changes are adopted without taking into account the views and needs of those affected. They are adopted without considering their impact on the country's economy, the business environment, social cohesion, the environment, public security, human rights, international commitments and other relevant aspects. This violates not only the principle of the rule of law, but also the principle of a democratic and social market economy, which are enshrined in the Constitution of the Slovak Republic.
We call on all representatives of the executive and legislative branches to take the necessary steps to comply with the legislative rules of lawmaking and to ensure that new legislation is adopted in accordance with the Law on Lawmaking in order to ensure a sufficient level of professional, public and parliamentary scrutiny and debate.
